Matt Zavadsky Joins PWW Advisory Group
PWW Advisory Group, a national mobile healthcare consulting firm, announced today that Matt Zavadsky will be joining PWW|AG on a full-time basis as Vice President. As Vice President, Matt will be a key leader in advancing the firm’s national EMS and mobile healthcare consulting practice. Matt’s primary focus will be on assisting local communities, EMS agencies, fire departments, ambulance services, hospitals, and other healthcare organizations in evaluating and improving their EMS and mobile healthcare delivery systems for success and sustainability into the future, especially during this period of unprecedented challenges faced by healthcare and EMS delivery systems.
“Matt has a wide range of operational, clinical, and financial experience in all aspects of EMS with all types of agencies in urban, suburban and rural settings across the country,” said PWW|AG Co-Founder Doug Wolfberg. “Matt has literally written the book on mobile integrated healthcare, playing a critical role in moving us from a transportation only EMS system to re-thinking how out of hospital care for patients can be delivered in the most effective manner based on evolving data,” PWW|AG Co-Founder Steve Wirth said.

Zavadsky has over 40 years of EMS and mobile healthcare experience and has held leadership positions in both the private and government sectors and is well-known throughout the nation as a key thought leader in advancing mobile healthcare. While at MedStar, Zavadsky served first as Operations Director, responsible for overall operations of a high-performance EMS system covering Fort Worth and 14 surrounding cities. More recently, as Chief Transformation Officer, he was responsible for developing external and internal agency relations, new strategic initiatives, healthcare system integration, and media/community relations.
Zavadsky has received numerous awards and accolades over the years, including being named as the “Public Communicator of the Year” in 2023 by the Public Relations Society of America, Fort Worth Chapter; “Excellence in EMS Leadership Award” from the Academy of International Mobile Healthcare Integration in 2022; and the “President’s Award for Leadership in EMS” from the National Association of Emergency Medical Technicians in 2018 and 2022.
Zavadsky is the author of “Mobile Integrated Healthcare (MIH) – Approach to Implementation,” the seminal text on implementing MIH programs, published by Jones and Bartlett in 2014.
Zavadsky has also served in numerous leadership positions at the local, state, and national levels. He is past president of the National Association of Emergency Medical Technicians, is a current member of the national committee on EMS and MIH standards for the National Fire Protection Administration (NFPA), and was a member of the Institute of Medicine, Healthcare Policy Workgroup, on the Impact of the Patient Protection and Affordable Care Act on U.S. Preparedness Resources and Programs. He also served on the steering committee for the development of the “Model EMS System of the Future” for the National Highway Traffic Safety Administration (NHTSA). Zavadsky is currently the Education Committee Chair for the Academy of International Mobile Healthcare Integration (AIMHI).
Zavadsky’s career in emergency medical services began as a volunteer firefighter and emergency medical technician and he is currently an active EMT in the State of Texas. He has also served as an Emergency Medical Dispatch Instructor, Advanced Cardiac Life Support Instructor, and as a Prehospital Trauma Life Support Instructor.
Zavadsky holds a Bachelor of Science degree from the University of Bridgeport in Business Management and Public Administration, and a Master of Science degree in Health Services Administration from the University of Central Florida.
Zavadsky and his wife Tessa live in Parker County, Texas. The Zavadskys give back to the communities where they live and are both involved with and support several charitable organizations, including Bikers Against Child Abuse, the American Heart Association, and the Astronaut Scholarship Foundation.
